The people in Quebec want to be independent from the rest of Canada. As the population of Chinese is increasing every now and then. How about if one day the Chinese people in Canada want to be independent from the rest of Canada and from a mini China??

There is no correlation between your two examples. Quebec is a province, a geographical area. As such it could be independent. Chinese people are an ethnic group and have no geopolitical area with which to claim independence.
