I’m betting you need to be fluent in chinese, need dates of marriage, positive identification of the party you are looking for, and probably a contact at the American Embassy there to do it.
Your biggest problem is going to be simply identifying the person. With 1.3 billion Chinese, confirming WHICH Li Chang you want is going to be fun. You’ll need to know EXACTLY where the person lived, was born, etc, in order to even have a chance.
