i dont think so. maybe he needs to work on his citizenship first. i mean, he must be a filipino citizen first.
What do you think? Answer below!

irrelevant how he obtained his filipino citizenship, the fact is as you said is naturalized which makes him a filipino citizen now which entitles him to a filipino passport.
Of course. If he was born here in the Philippines so he is by birth a Filipino, therefore giving him Filipino citizenship as well. If he is a Chinese citizen, then he can apply for dual citizenship which most people with a foreign parent do.
Chinese Citizen but born in the Philippines? LoL………that person might be chinese (by blood etc.) but on papers he is considered as a Filipino citizen. Yes.., he can get a Philippine passport.
naturalized citizens are entitled to a philippine passport

A Philippine passport is given as a priveledge to Philippine Citizens. That’s the law.
The citizenship of your dad should be clarified first. Is he a Chinese Citizen or a Filipino Citizen or both. (Philippines allows dual citicenship, but China does not).
Read this link to find out about his citizenship.

According to this link being born in the Philippines does not automatically make one a Filipino citizen, especially if the parents are not Filipino citizen. There are certain conditions
that must be satisfied.
But then you said your dad was naturalized. That means your dad has met the conditions specified by the law and he hold the documents to prove this. Then by all means he can apply for a Philippine passport.
